
Navigating Arizona ESA for Military Families
Arizona's Empowerment Scholarship Account (ESA)
Relocating to a new duty station comes with enough challenges. The Arizona Empowerment Scholarship Account (ESA) program can help military families access educational opportunities by providing state-funded accounts to support their child's unique, non-public school educational learning needs.
Because Arizona offers a universal ESA program, all children of active-duty military personnel stationed in Arizona are generally eligible, regardless of where they were previously enrolled.

Requirements for Military Families
Student Eligibility Requirements:

The Student must be at least five years of age as of January 1st of the contract year to be eligible as an entering Kindergarten student.

The Student and Applicant must be residents of Arizona.

This eligibility type does not need to meet the 45-day full-time enrollment in an Arizona public school requirement.

The Applicant (the person applying) must be the legal parent or guardian.

The active-duty parent is an active-duty service member, in either the Marines, Army, Air Force, Navy, Space Force, and Coast Guard.
To complete the ESA application process, military families should be prepared to provide:
Proof of Arizona Residency
You must provide two acceptable forms of Arizona residency documentation, such as:

Utility bill
-
Residential lease agreement
-
Military housing orders, etc
Time-Sensitive Documentation
Residency documents, including temporary on-base billeting records, should be dated within 60 days of your application submission.
Active-Duty Verification
Official documentation confirming active-duty military status is required.
Military Orders: What ESA Requires
Your ESA application must include current military orders that clearly show:

Name of the service member

Student listed as a dependent (and spouse, if applicable)

Current duty station location
-
Active-duty status
-
Branch of service
If Your Orders Are Missing Information
If your military orders do not include all of the required details, you may submit a signed and dated letter instead.
The letter must:

Be dated within 60 days of your application submission

Clearly include all five required items listed above
Once the required documentation is received, ESA can continue processing your application.
